"With the President's leadership, Congress has now passed the most fundamental reform of federal education policy in 36 years. The measure is a victory for students, parents, teachers and administrators. It gives schools spending flexibility in exchange for more accountability with the goal of improved student achievement.
"All students deserve access to safe and secure schools that promote learning with quality instruction. Thankfully, many students in Iowa are receiving this kind of education. Iowa's reputation as a leader in education can be explained by its focus on parents and communities, not big government. With the help of President Bush, Congress has finally learned that lesson. This bill represents a shift from the old ?Washington knows best' view of education to one which empowers states, local communities, and parents to improve student achievement.
"For those students nationwide who are being shortchanged by a system with too many broken-down schools, this bill will empower teachers and administrators to turn those schools around. It recognizes that each community has different needs and allows local school districts the flexibility to use federal funds in ways that best meets the needs of students."
