The proposal to overhaul the IRS is the result of work performed by a national commission to study the IRS, on which Grassley served. The commission examined the IRS in 1996 and 1997.
Last week, the Senate Finance Committee concluded a second set of oversight hearings investigating abusive practices and a culture of intimidation at the tax-collecting agency. The first series of hearings was held last fall.
The legislation under consideration includes Grassley's Taxpayer Bill of Rights III. He will co-manage the IRS Restructuring and Reform Bill with the chairman of the Senate Finance Committee, Bill Roth of Delaware. Passage of the measure is expected to occur by week's end.
