INS Approval of Visas


Sen. Chuck Grassley issued the following statement today on the U.S. Department of Justice Office of Inspector General report on the Immigration and Naturalization Service's approval of visas for two of the September 11 hijackers.

"This report confirms that the INS is an inefficient bureaucracy that has put security and counter-terrorism near the bottom of the priority list. The INS needs to get serious about complying with congressional mandates to improve its performance. This is a management and efficiency problem, not a funding problem.

"It's also clear that the lack of information sharing between the INS and other agencies, along with shortcomings in the analysis of information, is a threat to our national security. The INS will need to do even more than rely on computer upgrades when it processes applications, adjusts visa status and tracks foreign students. Agency officials also need to consider carefully whether or not visitors in this country are where they should be.

"It's obvious that the INS needs to help schools in the effort to track foreign students. And the INS restructuring legislation before Congress needs to incorporate the recommendations made by the inspector general."
