Sen. Grassley serves as senior member of the Senate Finance Committee, where he has served as chairman of the subcommittee charged with IRS oversight. Along with former Sen. David Pryor of Arkansas, Sen. Grassley co-authored the first-ever Taxpayer Bill of Rights in 1988, as well as the bill's sequel, known as T2, or the Taxpayer Bill of Rights II in 1996. During the last year, Sen. Grassley was an active participant in the 17-member National Commission on Restructuring the IRS.

"Taxpayers would benefit tremendously if the new IRS Commissioner was equipped from the start with the important reforms and tools contained in the Kerrey/Grassley IRS restructuring bill. I would like to see the Senate act promptly to approve this measure and to continue additional efforts next year to further expand taxpayer rights and accountability from the IRS. The work of the IRS Commission and the substantive hearings this fall of the Finance Committee have established the need for a sea change at the IRS. The public expects and deserves immediate action, as well as a long-term commitment from Congress to hold the IRS to the same high standards the agency demands of American taxpayers. Looking ahead, this means additional legislative action and sustained, aggressive oversight of the federal government's tax collecting agency."
